Curriculum Committee Guidelines - 2014-2015

At the October 24, 2014 meeting, the Senate approved the creation of an ad hoc committee, composed of 2 members of the  Curriculum Committee (Chris Tennberg and Ryan Girard) and 2 members of the Faculty Senate (Loni Delaplane and Cherie Mooy) to revise the Curriculum Committee Guidlelines and to recommend improvements in the CO approval process. Their recommendations were presented at the December 5th meeting. The ad hoc group presented the revised charter at the March 13, 2015 meeting, and incorporated recommendations for the final draft, which was reviewed in the April 24th meeting. Several changes were sent back to the Curriculum Committee, the FS and the VCAA for approval in early May. The FS Chair attended the last CC meeting on May 11, 2015 to present the final draft of the revised Guidelines, but the issue was tabled until Fall. The CC made revisions on September 5th, which were rejected by the FS. FS sent a member of the ad hoc committee to CC meeting on September 25th to work out a compromise and a final draft has been sent to FS for an electronic vote. The FS voted to approve on October 1.

UH System Course Evaluation System to Replace E-Cafe

In April 2015, the Vice President for Academic Affairs of the University of Hawaii System issued a concept paper on a proposed course evaluation system to replace eCafe. There was an ad hoc committtee formed, "a systemwide, multi-disciplinary group, charged by the Council of Chief Academic Officers and the Vice President for Academic Affairs ....to propose a path forward tro create a more useful and effective course evaluation system."

The documents below provide a rough timeline of the development of the CES. On May 4, 2016 the Manoa Faculty Senate voted for a resolution opposing the UH System Course Evaluation System.

"S" (Sustainability) Designation Courses

Justin Carvalho, Kauai CC Sustainabilty Faculty Coordinator, presented an S designation proposal for sustainability related courses at the April 22, 2016 meeting. The Faculty Senate will be responsible for determining the process on our campus. FS Representatives will discuss with constituents in their respective Divisions and make a recommendation on an approving body for the designation.

The UH Sustainability policy, EP 4.202,  was signed by President Lassner on February 26, 2015. The policy emphasizes 5 themes: 1) Operations; 2) Curriculum ; 3) Research and Scholarship; 4) Campus & Community Engagement; 5) Cultural Connections.  Each University Chancellor and the VP for Community Colleges was charged to develop and adopt its own sustainability policy and implementation plan by the end of 2015. 

The section on Curriculum (III.B):

The University will encourage, facilitate and support curriculum development that advances the principles of sustainability and enables cross-campus collaborations that integrate teaching and research with solutions at the campus and community levels. 

    Specific goals include:

    1.    The development of appropriate new courses and programs related to sustainability that articulate across campuses.

    2.    The integration of sustainability principles into existing curricula where appropriate.

    3.    The development of campus and community based sites for laboratory or field-based learning related to sustainability, including engagement by students in the University’s operational improvements in sustainability.

    4.    The incorporation of sustainability practices and learning into student life and other co-curricular activities.

    5.    The development of professional development opportunities for faculty and students related to curriculum development and delivery in sustainability.


Guidance and support for curricular initiatives will come from the Sustainability Curriculum Council (section III. F. 3):

There shall be a formal, standing Sustainability Curriculum Council to provide coordination, support and advice to the campuses regarding scholarly, scientific and community-engaged research projects in sustainability; integrating sustainability into existing courses across the curriculum; developing new sustainability courses, programs, certificates and degrees; and supporting and assisting current sustainability degree programs to evolve, excel and flourish.  It shall report directly to the Vice President for Academic Affairs ...

Benjamin Katz, ‎Director of Ho'ouluwehi, presented the Kauai CC Sustainability Plan to the College Council on April 12, 2016. College Council members will be taking the proposal back to their constituents for review. The final draft was distributed to College Council members on May 5, 2016.

Program Coordinator Teaching Equivalencies - Spring 2016

UHCCP  #9.237 Teaching Equivalencies gives specific and weighted criteria to determine minimum teaching loads for Division Chairs, but only gives a range of equivalencies for the non-instructional activities performed by program coordinators (normal range shall be between 3 to 12 teaching equivalencies per academic year) and by other faculty working on college/program initiatives. (There are other relevant activities for which teaching equivalencies may be granted, either at the initiative of the campus administration or a faculty member.)

We invited the VCAA to attend the FS meeting on January 22, 2016 to answer several questions regarding the process used to determine teaching equivalencies for program/discipline coordinators. The Faculty Senate asked for a table listing all current program/discipline coordinator teaching equivalencies. He will check with his counterparts from other UHCCs to see if this is information that can be shared with the Faculty Senate.

UHM Foundations Quantitative Reasoning (FQ) General Education Requirement Hallmarks - Spring 2016

In April 2015, the Manoa Faculty Senate (MFS) voted to replace the Foundations-Symbolic Reasoning (FS) requirement with a Foundations-Quantitative Reasoning (FQ) requirement for all incoming undergraduate students beginning Fall 2018. In Fall 2015, the General Education Committee (GEC) convened an ad hoc committee comprised of members from the GEC, the Foundations Board (a subcommittee Board of the GEC and whose responsibility to review FQ proposals), and the General Education Office to work on this task.  The ad hoc committee also consulted with the Committee on Academic Planning and Policy (CAPP) in this process. The faculty working group that developed this draft referenced the AAC&U Quantitative Literacy VALUE rubric, recommendations identified by the Mathematical Association of America and publications such as Health Literacy and Numeracy and Mathematics and Democracy as a guide. The final revisions were submitted from UHM faculty on October 16, 2015. They were then shared with CAPP who made minor revisions on January 1, 2016 which were approved by the GEC on January 13, 2016. The Manoa Faculty Senate approved the FQ Hallmarks on January 20, 2016 by a 48:4:2 vote.

The Kauai CC Foundation Board Chair, Alan Boyes, presented the new QR requirement at the February 26, 2016 meeting.  It will replace the Symbolic Reasoning foundation requirement in Fall 2018 at Manoa. This was discussed and voted on in the Divisions and brought back to FS for a vote during the May 6, 2016 meeting. The final vote: 7 For, 1 Against. Motion passed to adopt Quantitative Reasoning Hallmarks & Foundation Requirement to replace Symbolic Reasoning Foundation Foundation Requirement. At the May 12, 2016 CCCFSC meeting, Vice-President Morton recommended that the UHCCs follow the same implementation schedule as UHM.

KCC Policies Under Review - Spring 2016

The VCAA requested revisions to:

  • KCCP 1-6 Review of Established Programs to include a section on Division Chair Responsibilities - Approved February 2016.
  • KCC Catalog current description of the Incomplete Grade policy (p.44). Approved revision sent to VCAA and VCSA  March 15, 2016.
  • KCCP Policy Guideline on Faculty Evaluations (originally approved on January 27, 2015). It is a reference guideline not a formal policy, since the UHPA contract covers faculty evaluations. The Faculty Senate made revisions to the proposed changes and voted to approve these changes at the May 6, 2016 meeting and sent to VCAA. 

Faculty Senate was asked to review the KCC Academic Suspension Policy. Referred to Student Services for review. At the April 22, 2016 meeting, Pua pointed out that the full policy that the brief catalog description was taken from is available on the KCC website under Student Support Services - Policies. The policy is sufficient in providing guidelines for students who wish to challenge academic suspension. The Faculty Senate recommended that this information also be included in the online catalog.

Distance Learning Committee 2015-2016

The DL Committee was reorganized and placed under the Faculty Senate as a Standing Committee in Spring 2012. The Distance Coordinator and Chair of the DL Committee (same person for both at that time) worked with the interim Committee to develop the Charter. It was approved by the DL Committee on December 7, 2012 and went to the Faculty Senate for final approval. FS minutes from 2012-2013 are not posted on CampusDocs, so final approval from FS is not documented. The current Chair and the 2 Distance Coordinators attended the October 24, 2014 meeting to update the Senate on recent Committee actions on course and instructor approval. The current DL Chair/Coordinators will review the current membership, will review the charter, and will send future meeting minutes to the FS Secretary, Ann Kennedy, for posting on Campus Docs. The revised DL Charter was approved at the February 27, 2015 meeting.

Review of Assessment Software for Kauai CC - Fall 2015

The College began discussions to replace the current CARDS system with proprietary assessment software in early Fall 2015. The Faculty Senate was asked by the Chancellor to participate in the process and on October 9, the Director of Academic Support, the Assessment Coordinator and the IR presented background information to the Senate. The FS reps asked for volunteers from their respective Divisions to form an ad hoc committee to choose the new software.

The committee consists of 5 members representing the instructional divisions, 1 representative each from Student Services and Academic Support, and the IR and the Assessment Coordinator. 4 members attended the PACAir Conference in Honolulu on October 30 to observe vendor demonstrations of 2 software packages. The committee arranged for the 2 vendors (Task Stream and Live Text to visit our campus to give demonstrations during the first week of January 2016.

The sub-committee analyzed the rankings and comments from the attendees at the software demonstrations and submitted a formal recommendation to the Faculty Senate in early February 2016. The Senate voted unanimously to accept the recommendation to purchase LiveText as the assessment management platform to implement in Fall 2016.

Remedial/Developmental Education Acceleration - Fall 2015

The UHCC Office of the VP formed the Student Success Council (originally the Student Success and Strategic Academic Action Council) in February 2014.  A Student Success Task Force was formed to develop the framework for a new accelerated Remedial/Developmental model for the UHCC system, described in the UHCC Strategic Directions 2015-2021 plan. There were 2 workshops held over the summer to choose system-wide models for math and English. The scheduled implementation date is Fall 2016. The VP of the UHCCs came to a meeting on October 6 at the request of the FS and English faculty to discuss the initiative.

Open Educational Resources (OER)

OER has been defined as ""teaching, learning, and research resources that reside in the public domain or have been released under an intellectual property license that permits their free use and re-purposing by others. Open educational resources include full courses, course materials, modules, textbooks, streaming videos, tests, software, and any other tools, materials, or techniques used to support access to knowledge."

The UH System supports the growth of OER to ease the expensive burden of textbook expenses for students. A UH System wide committee is promoting the use of OER by sharing information and resources with the UH community.
